Dear SEC, The rule SR-NSCC-2022-003, as proposed, does not take any steps towards a more fair and free market where retail investors and institutions have equal footing. In fact, this proposal would grant institutions greater obscurity to the layman and price discovery will become wildly disconnected from reality. Institutions WILL abuse this rule at the expense of retail investors and cause great risk to the markets. Do NOT approve this proposal as written. Regards, John M.
