I think this rule would only aid those who would like to see FTDs never to have to be accounted for, if I'm reading this correctly. What happened to making the market fair and transparent for retail? This would only further muddy the waters, that institutions prefer. I think darkpool abuse, naked shorting, spoofing, payment for order flow, and legitimate fines for violations should be addressed asap.
