Hello, 


I'm commenting on File Number SR-NSCC-2022-003 and SR-NSCC-2022-801. 


When looking at the two in aggregate, it seems like this reduces incentives for good faith actors in the market and provides incentives to bad faith actors. 


This essentially allows FTDs to be kicked down the road indefinitely for pennies on the dollar. 


I do not see how this can possibly benefit the public, and only benefits financial terrorists preventing a fair and transparent market from existing. 


Please do not enact these rules.
