This proposal is not in the interest of retail. This does NOT lead to market transparency or hold those who have put this country at risk accountable. This rule will allow any trader, market maker , hedge fund kick the can indefinitely leading to market manipulation which is illegal. Your one job is to ensure that the markets are free and fair. This will allow anyone with enough money to never be responsible for their actions. They will choose the winners and losers of wall street and not the free and fair market you purport to protect. By proposing these types of escape clause rules, you are protecting and encouraging bad actors to make overleveraged bad bets that could bring the market and economy to its knees and break it to where it can't be fixed. Strike this proposal down and restore integrity into the markets you are sworn to protect. Sincerely, Joe
