This proposed rule does not sound like it is healthy for the stock market. It appears to allow the Market Makers to leagaly provide shares that don't exist to manipulate prices as they see fit.
That can't be allowed to happen. If you allow them to do this you will lose the confidence of the individual investors and we will be forced to no longer invest in the market. Do the right thing and turn down this proposal.
