As an international investor I am losing faith in the SEC. This is another rule that is disguised as protection for the retail investor but is intended to protect institutions and banks. I fear that the term \"supplying liquidity\" is becoming vogue for naked shorts. In my opinion the average retail investor is becoming extremely frustrated with the lack of retail protection as evident from social media. If rules like this are carried forward I believe it will fully fracture any trust left. I believe we are nearing a point where there will be a mass exodus from the markets if things are not changed for the better.
