I wanted to comment on this this rule looks to put those who do wrong ahead of the retail investors. How about protect retail investors and punish those who break the rules and don't over leverage their positions. If we are looking for a fair orderly market hold them accountable for the thing they do. Restore credibility to the sec and don't pass this and protect us for once
