Please hold institutions responsible for their trades. All you do is offer outs. If they made bad bets, they should lose. They use way too much margin, and are let go of any responsibilities. How is anyone to trust the market? Stop the naked shorting, stop over leveraging. Most countries dont allow short sales. Its going to destroy your economy, and you allow them more outs so they can continue doing it. How big is this snowball going to get?
