This rule is one of the ugliest and most ridiculous rules that can be written.
This rule will lead to the destruction of the stock market completely without return.
It serves the manipulative and corrupt and directly harms all retail investors.
Since the number of retail investors is very large, this may lead to problems beyond the stock market.
The stock market depends on supply and demand, and in order to remain transparent and encouraging investment, opportunities must be equal for all parties regardless.
Don't rig the game to help the big investors who made losing bets or we will lose the whole game it self without coming back.
