This rule must not be allowed to pass if you want future retail participants in our markets. If I sell my house to 100 people, signing the deed to one person and issuing 99 IOUs that never need to be fulfilled, I would go to prison. This rule is a license to commit legalized fraud, plan and simple. Enough can-kicking SEC. Without retail investors trust, you dont have a market. Its time to allow these predatory shorting hedge funds reap what theyve sown. Theyve made bad bets and the model is being overturned.
