I dont believe this rule is in good faith for retail investors like myself. The entities that would be allowed to use this new rule are the same people who get find millions if not billions of dollars each year by doing illegal practices at the expense of tax payers and retail investors. The creating of synthetic shares (aka naked shorts) prevents true price discovery of public traded companies and thus hurts retail traders faith in the stock markets.
