These proposed actions are not for the benefit of retail at all and should not be passed. They are intended to give the nefarious powers that be more ways to cover up their wrongdoings and kick the proverbial can down the road. The need to change the rules in the middle of the game would not be necessary if the powers that be were playing within the rules and the obvious manipulation was not taking place.
