This is a disgusting and frankly insulting proposal. If your plan is to allow bad actors to continually can kick responsibility for their irresponsible actions, then the markets themselves need no longer exist. This isn't a free and fair market. It's a top down ponzi scheme designed to fleece retail of their money whilst those in positions of power can dictate price discovery contradictory to supply and demand. This rule need not pass. Short selling, failure to delivers and market maker bonafide exemptions need to go. No more \"fake shares\" under the guise of \"liquidity\". Fix this horrible and inequality like system.
