To whom it may concern,
After review, it is found to be raising major concern for the security of the market. Under this filing it would allow for a mafia style snowball effect to ripple through the entire market, and furthermore would allow investors/institutions to continue while only increasing their risk and potentially the lenders. This does not promote safety,security or good ethics in trading, it only increases risk and liabilities that would promote and facilitate a larger instability of the greater market while in turn possibly creating large monopolies. This does not facilitate a safety net for the market but the entire opposite, causing a risk on the market due to larger parties/lenders positions in securities, which in turn could lead to a larger failure than the first underlined investment that was collateralized due to the fact they would possibly have, or end up with a larger position in the market if the borrower ultimately fails. In my opinion this does not support a stronger,more transparent approach, but a house of cards at best, due to an avenue of decreased competition and removing a result from participation in a free market.
