This proposal continues to reward the bad behavior of banks, mm, that take on too big of risk knowing the bailouts will follow. You folks realize regular tax payers fund this corruption rules like this will encourage. Why not fine these institutions significantly to encourage better behavior. Kinda disappointing to see nothing changes for bad actors
