Ive no idea how this rule is even being submitted. How can you shift the financial responsibility from the people who made the bad bets. And the sheer incompetence of the Sec to protect the markets from these bad players is a joke.
This rule wouldnt even need to be in place if the markets was even slightly regulated. And now shifting the effects away from the people committing the fraudulence is an absolute disgrace.
