Why are we considering a rule that would allow bad actors that have already failed to comply with current rules the opportunity to continue.
Please consider that many of the rules that have been implemented are out of reach of your common retail investor. I as a retail investor can not utilize dark pools or after hours trading. Why continue to put retail investors at a disadvantage?
