I oppose this rule. It is made by chronies of bad actors in the SEC to help make an escape plan for these financial terrorist. This rule keeps those bad actors from having to be responsible for their crimes while sustaining them in destroying American businesses, firing of workforce, and robbing peoples money and pension funds. If this rule is inplemented, it only supports the conclusion that the SEC works on the behalf of large investment banks and short hedge funds and have no concern about the real health of American market and the retail investors.
