Please withdraw this proposal, this is harmful to the very core of democracy and fundamentals of capitalism. Allowing this rule would allow harmful institutions (hedge funds) to further manipulate securities without any repercussions If this rule were to pass, institutions that decided to borrow securities to sell with the aim of lowering a company's market value would have another avenue to further control and manipulate the market.

This in consequence would allow bad actors to control the market and exploit it to their advantage allowing this rule will grant any entity with enough influence and money to extort companies by lowering their market value without fear that they will ever need to face any legal consequences should they have made a bad bet. Thinking proactively this allows single entities to gain control of America's economy and therefore effectively hurting capitalism and the fundamentals of Democracy. This rule in summary is detrimental to our Democracy and I am writing this email in the hopes that the SEC will not allow such an unpatriotic rule to take effect.

We request a transparent and fair market and this rule is completely opposite of that.
