My only comment is I feel this rule is being put in place to protect a group of people that don't need anymore protection from any government agency. The fines they receive are laughable, the things they're guilty of despicable and for anyone to believe this particular rule is for the best interest of the average investor is just ridiculous. It favors the market-maker and aids their criminal activity. The small time retail investor would have to deal with the ebb and flow of the market at their hands so they should deal with the same. Every day small accounts get destabilized because of someone with billions but when it could happen to them occasionally it needs a rule change? Sounds an awful lot like its rigged. Do not implement this.
