As an individual retail investor, I strongly support adoption of the proposed rule. This rule will benefit retail investors like me by restricting the ability of hedge funds and other short sellers to manipulate stock prices through the use of naked shorting and \"dark pool\" trading. Adoption of the proposed rule won't entirely level the playing field, but it represents movement in the right direction.
