To Whom It May Concern:
After watching the corrupt and illegal practices of hedge funds and money makers, and their influence on a free and fair market, I fully support this new rule. Retail investors will only have confidence in the US financial markets when these illegal practices are punishable by real fines and jail time. These tiny fees are seen as a cost of doing business and do not dissuade these bad actors from continuing their crimes. Transparency is the only true ally of the retail investor. Please implement this rule, but more importantly, enforce it with vigor.
