I believe that this rule should be implemented immediately. There has been lots of evidence of naked shorting and massive amounts of failure to delivers, as well as market manipulation that has been obvious the last few months. More needs to be done to protect investors as well as the integrity of the market. There needs to be more oversight and regulations due to what has been occurring before we have another financial crisis like we did in 2008.
