As a small retail investor I fully support this rule. I think it is very important tl make the markets stable again. I believe that I speak for many, when I say that the SEC should implement this rule as soon as possible. In retrospect it will be seen as something that has changed the markets forever. I believe that recent events have shown that the implementation of this rule is necessary to recover the confidence of retail investors.
