I have reviewed the filing and believe that progressing this rule change should be implemented soon. Waiting any longer will delay the ability of retail investors to maintain market presence as volatility spikes against the customer/shareholder. As time progresses, bad actors are diving deeper into the spread to compete against our economic system and we need safe guards in place.
