As a hard working citizen of the United States of America, I propose that rule NSCC-2021-801 be implemented immediately. I have been investing via the stock market for well over 10 years and I have never seen things as chaotic as this. I believe that it has gotten like this through laxed and outdated rules that are being taken advantage of. There needs to be some major changes to bring back the trust of the retail investors such as I. One way to bring back the trust of these investors is through thorough and detailed transparency as well as the changes that are proposed in NSCC-2021-801. Approving this filing would be a win for all investors that are not trying to manipulate/abuse the market in their favor. Thank you for your time, Matt Williams
