To whom it may concern I think this rule must be passed because institutions in the passed who made billions of dollars on the backs of ordinary working people who lost everything homes.pension.life savings. some even lost there life. The rule of law has to be followed and any institutions who breaks this law should face the full force of the law and be held accountable for their actions. Because balance and fairness should be part of trading on the stock market or any market that includes buying or selling shares. Now is the time to act and say enough is enough and stop this underhand tactics within trading that has been going on for years. Regards Tom ward.
