I am an individual retail investor and would like to express my support for the proposed rule SR-NSCC-2021-801. I believe this rule increases accountability for those who engage in the short-selling/stock borrowing program. I would like to see this rule passed and implemented immediately. I would also like to see much stronger penalties enacted for non-compliance and violation of this rule. Penalties must be sufficiently impactful such that those penalties cannot be absorbed as a cost of doing business by those who violate the rule.
