Dear SEC Staff, I am an individual retail investor, and would like to see the new proposed rule SR-NSCC-2021-801 passed and implemented immediately. I believe it should be enacted to ensure accountability for those who engage in the short selling a stock on naked shorts to manipulate the market and carrying unhealthy levels of risk. I would like to see stronger penalties for non compliance and violation of this rule, and any other rules at the SEC. A fine on the order of millions does not deter a large institutional investor from engaging in illegal activities to profit on the order of billions. One possible solution could be penalties scaled as a percentage of an institution's net worth. Thank you for your time and consideration. Sincerely, Jonathan Wang
