Dear SEC, This retail investor, and many others, commend the recent proposed rules to promote transparency and level the playing field of financial markets which America and the world relies on. Should this rule be enacted and utilized judiciously it may help prevent major market instability in the future. I support and take this rule as a sign of good faith and awareness of the current state of our financial system within the SEC. Enforcement is always the better part of the law. This is to say, put in place greater disincentives against market participants that are unfaithful to these rules and find out how to catch them. Thank you for your consideration, Solomon B.
