To who it may concern, As an international retail investor participating in the US markets, I advocate for greater transparency and accountability. This ruling should be passed and implemented immediately. This ruling, along with the others proposed, give me encouragement that I can continue to participate in a fair and free market for the rest of my life. I believe all market participants should be scrutinised to the same degree to protect smaller investors. I also believe non-compliance with these rulings should incur punishment relative to the capitalisation of the participant, again, to protect the retail investor. Fines should be equitable irrespective of the size of the participant, else they run the risk of becoming the cost of doing buisness for larger players. Thank you for your consideration, Daniel Dawson
