Stop adding rules that enable easier crime.
I know it's a lot to ask for a self regulating organization to actually regulate, but this letting your members off the hook crap is completely blatent.
How about you actually enforce the rules you already have rather than adding ones that let you indefinitely stall closing of positions?
Oh I remember, it's because you're complicit in the crime too.
