As a small municipality, population of 13,495, office staff of 2 full-time people, we do not get our 12/31 fiscal year end books closed and our auditors in the office for final work until mid-April. We sometime have trouble meeting our goal of having them approved by the Village Board by 6/30. If there’s a presidential or governor election the audit takes a back seat to process elections.

The rules being proposed put a huge burden on small municipalities like mine which are doing more and more with less staff and funds. Please consider that we are all not staffed equally or have the ability to just be responsible for financial information of our government. The finance officer portion of my position is only a small part. I have elections, meeting agendas and minutes, risk management, payroll-human resources, licensing, contract management, property tax collection and an open office door which allows other departments to come in to ask questions about solving a problem.
