 It is outrageous that a rule of such size and scope has entire pages that are redacted. The exhibit 5 being redacted in it's entirety excludes individual investors from the conversation, obscures and convolutes markets in favor of big players, and allows sweeping changes to be affected by incomplete evidence.

Risk management affects everyone, and especially individual investors and taxpayers, since they will be the ones bailing out the economy if risk becomes too great. In my opinion, redactions and obfuscations of this nature completely go against the mission of the SEC, and open wide the door to corruption both in the government and in the market structure itself.

This cannot be allowed to continue, and I request that the information be released immediately. At the very least, the general topics and discussions should be kept in, with only sensitive specifics redacted if necessary. To have a complete 5 page exhibit removed without explanation and knowing nothing about it's contents is absolutely immoral and borderline criminal in my opinion.
