Dear SEC Committee, I am an investor in Bitcoin and planning to invest more, however I would like to have an investment environment that is relatively secure and free from exchange manipulations committed by the exchanges them selves against their own customers. Currently I do not see this. Although I am an advocate of ETF-s approved by the SEC in the future because opening institutional investors into the market is crucial for future growth, I would like to ask you to postpone your decision for 2019 regarding CBOE (Bitcoin) ETF and make clear requirements and guidelines for exchanges to be followed. I believe and additional 5-6 months would be needed for exchanges to work upon your guidelines and make the necessary steps to avoid such market manipulations. I would especially like to highlight the obscure moves by some exchanges made by using "Theter" a supposedly USD backed crypto currency the use of which should only be approved after a open audits. Until such USD based currencies exist, in my view it is highly questionable that a healthy market environment can be maintained. Summarizing the above: 1. Clear guidelines - requirements for exchanges. 2. USD backed currencies audited 3. If above conditions met supporting ETF in 2019 earliest. Thank you Kind regards, Gyula Korom
