I strongly object to this proposal
The markets at one time were flat and open and allowed for a level playing field, no matter what size your order was. Now, the for profit exchanges are competing for business by accommodating the large institutional customers. Rules are being created that benefit large active clients and ignore the small individual investors and this is clearly one of them.
I have no ulterior motive, I just want the rules to allow markets to be level for all investors.
