Honorable Chairperson:

Any rule that must be imposed by the SEC should not be held up until the SEC can "figure out how to enforce it".

Place all needed rules (e.g. Ban on NSS Counterfeiting of Securities) into immediate effect, and subject the new rules to retroactive enforcement when means of enforcement is validated (i.e. computer, software email forensics, using Patriot Act approved methods, etc., to leverage against said (and other forms of) financial terrorism).

There is no reason or excuse for the SEC to "Drag its feet" in implementing all necessary rules and regulations ASAP.

The above is a viable and crucial path for urgency of the situation(s).

The "Urgency of Now" should not be compromised in these matters.
