I would think changing the rules in the middle of the game would do more damage to the housing the market. These RIETs have been able to attract money because of their status. If the government didn't have these RIET's to sell government back mortages we would create a bigger mess. Secondly people have bought these products based on their status. It would be like you buying a car and a year later the manufacture said," bring the car back we decided to take your engine".
