 To Whom it may concern,

I write as an individual investor to support this proposed rule. This rule aims at lowering execution costs further by requiring detailed policies and procedures for all broker-dealers and more robust policies and procedures for those engaging in certain conflicted transactions such as PFOF. This should be easy enough to recognize as a good thing for virtually all market participants, providing a framework to promote best-execution that can hopefully be enforced. At the minimum this rule should be enacted, and ideally PFOF would be banned as well to create a truly fair market. Please listen to the many passionate investors and help the Stock Market work for those invested, not against them.

Sincerely,

Owen L.
