As in individual investor, I would first like to say that I applaud the SEC efforts to bring about reforms in our capital markets.

I support this proposed rule and want to add that I would like the SEC to do more to ensure that individual investor orders are indeed properly executed by brokers and that failures to deliver and failures to receive are eliminated from the system. I would also like to see more done to ensure that brokers are prohibited from lending shares and/or using shares for short selling locates that are held in individual investor cash accounts unless there is a signed agreement that is separate from a general broker agreement. I often wonder how many individual investor cash account shares are being lent or used for short lending locates without the account holders knowing.

Again I appreciate the efforts of the SEC in capital market reform.
