March 23, 2023 I support this rule. I support all regulation for fair price discovery in lit markets. The abusive and predatory practices of failures to deliver of purchased securities, payment for order flow, off-exchange trading, and internalization must END for US markets to thrive. No exceptions must be granted to any parties for any reason. Enforcement must be strict, penalties must be higher than potential gains, and repeat offenders should lose their license to operate in US markets as well as face criminal charges for theft and fraud.
