 I support this proposal.

Bringing best execution under the regulatory framework of the SEC and not a self regulatory organisation will be an improvement for individual investors.

Just as important is enforcement. Should the SEC discover that an entity is not following best execution policy, the penalty should be sufficient to act as a deterrent to future misbehaviour, for the entity iteslf and to others.
Currently large financial entites are getting away with slapped wrists that I assume they are treating as a buisness cost to ignore the rules. It needs to be unprofitable to break the rules, and repeat offenders need to lose licences.
