January 31, 2023 Best Execution rule does not fix the issues with the current system of off exchange trading in the market. The best and most important aspect of the market is for true price discovery to be made based on demand. Best Execution is what the corrupt market makers already claim to do. How will this rule prevent them from bidding above the NYSE price to win retail trades and then continue to re-route and trade those orders off exchange like they already do? A rule needs to be made that requires brokers to route orders to the lit market when placed by a retailer. Everything else is just preventing true price discovery and creates manipulation of order flow. Please protect retail traders by requiring brokers to route orders to lit exchanges.
