As a retail investor, I'm strongly in favor of this proposed rule change. As the markets have become more open and accessible to the public through the rise of online brokerages over the past several years, I think it makes sense to adopt changes that protect retail investors. Too many orders are being routed and executed off exchange. Market makers like Citadel and Virtu are currently de-incentivized to do what is best for the public. I believe that this rule change will help align incentives to ensure free and fair markets for everyone and prevent retail from being taken advantage of
