I recall when Senator Sherman questioned Ken Griffin of Citadel during a hearing, asking if Robinhood guaranteed best execution practices - and 1x order came from Robinhood and another from Fidelitywhich would get priority. There was no satisfactory answer. The definition of best in regards to execution for retail orders has been muddled I suspect purposely by market makers in order to execute in a favorable manner so the market maker benefits, a bonafide conflict of interest. I am in favor of this proposal to strengthen the standard for best execution for retail orders so everyone participating in the market is on a level playing field.
