If the individual investors feel they have better execution with some brokerages, they can choose the brokerage rather than forcing everyone to follow a certain rule. Why now, when this practice existed for so long. This will make it hard for new participants to enter the market. This seems to benefit powerful brokerages and punish small brokerages.
