It is a sad day when rules have to be proposed with titles
that include text such as "Prohibition Against Fraud,
Manipulation, or Deception in Connection with Security-Based
Swaps" and "Prohibition against Undue Influence over Chief
Compliance Officers"

I am in full support of this rule. I fully support any rule which
prohibits fraud, manipulation or deception in connection with swaps. I
am fully in support of any rule which prohibits any level of influence
over compliance officers. I am fully in support of any rule which
improves transparency with securities based swaps (of any size). I
will emphasize that swaps, and lack of transparency on swaps, pose a
grave danger for the integrity of the securities markets. Anything
that can be done to improve the regulatory framework in relation to
swaps will be beneficial to the stability and long term health of the
securities markets.

This rule should be passed without interference from Wall Street and
enforced harshly without concern for the plight of the rule
breakers.
