Market participants need to know what trades are happening to have optimal price discovery. Swaps need to be disclosed to have an open and fair market. In fact, this applies to any attempts to hide and obfuscate transactions in a market. In this age of automation there is no reason that this will incur any significant costs and reporting will happen automatically. Further hedge funds' claims that this will allow others to see their positions is exactly what should happen in an open outcry market as has always been the case. If they have a significant liability this needs to be known publicly before it becomes a national emergency.
