To whom it may concern, for many years, I have felt that
there was an unknown level playing field between the regular common
investor and individuals who have direct information and ability to
transact securities. In the past 2+ years it has come to extreme
blinding light that the market allows for way too many illegal or
manipulated actions or non-enforced rulings. Allowing a hedge fund to
not only see all of the order information, and also in enabling them
to make moves within the financial system to counter them has become
very frustrating and depressing. We are left at the whim of people
with money and power to manipulate and to bake in fines to their
financial models and still come out ahead. Allowing them to manipulate
stocks with the use of swaps, or numerous open days and high volumes
of FTDs is unconscionable and an unbalanced market factor against the
common person in the United States. We are not seeking minimal fines
to these institutions that do these types of things, but we are
seeking a fair market for all. Please, please approve this ruling for
the fairness of all the US residents and others outside the US, who
invest for the good of their future and not the greed and power of
themselves. Thank you.
