October 31, 2022 RE: File Number S7-32-10 I would like to express my support for the above rule Prohibition Against Fraud, Manipulation, or Deception in Connection with Security-Based Swaps Prohibition against Undue Influence over Chief Compliance Officers Position Reporting of Large Security-Based Swap Positions. The idea that security based swaps can be used to hide information that would otherwise be made publicly available is concerning. A free and fair market requires transparency, which in turn builds confidence in our capital markets. The fact that many retail investors view our capital markets as little more than a rigged casino whose sole purpose is to transfer wealth from retail investors to those who already have an advantage has the potential to lead to worsening economic outcomes for our country due to the creation of a disinterest in investment. \"A rising tide lifts all boats\" as the saying goes and for that to happen we need rules that encourage transparency and future investment.
